Our Background
In Wauwatosa, many residents feel increasingly cynical and disengaged from local government, citing minimal communication from elected officials, limited transparency, and a lack of collaboration among neighborhood groups. While some groups form around specific issues, such as development projects, they often dissolve once the issue is resolved, leaving no lasting framework for ongoing community involvement. Onward Tosa aims to transform this cycle of disengagement by fostering a stronger sense of community, rebuilding trust, and encouraging active, sustained participation in local governance.
Vision Statement
Onward Tosa envisions a united Wauwatosa where residents collaborate to create positive change. Through non-partisan dialogue, government accountability, and transparent, responsible policies, we aim to transform civic participation into a driving force for progress. Our goal is to make Wauwatosa welcoming, inclusive, and affordable for everyone while strengthening community connections and empowering residents to shape the city’s future for the benefit of all.
SOLUTION
Onward Tosa aims to unite neighborhood groups and concerned citizens to enhance our city collaboratively.
Operating independently from state or national political agendas, Onward focuses solely on local issues, allowing us to bring various perspectives and expertise together. Drawing inspiration from successful community models will strengthen local government accountability, improve transparency, and ensure responsible development.
Onward Tosa will address key city issues, including city budgets, government transparency, and responsible
development.
We will not engage with issues outside the city’s direct jurisdiction, such as School Board concerns or state and national politics. We believe that fostering a well-managed local government—one that is transparent,
accountable, and fiscally responsible—will encourage a more active and connected community.
Approach
We employ a bi-weekly community model to share updates, address concerns, review metrics, and develop strategies. Committees play a vital role.

“Senior” Leadership: Senior Leaders consist of Onward Tosa members who co-chair committees and provide
strategic direction for the organization. Post-founding leadership will be elected by the Full Voting Membership, with term lengths to be determined at a later stage.
Committee Chairs: Committee Chairs are Full Voting Members who volunteer to coordinate and facilitate
committee meetings and activities, ensuring alignment with the organization’s mission.
Full Voting Membership: To qualify for full voting rights, members must attend three meetings within a two-month
period. To retain membership, participation in at least two meetings every two months is required.
Policy Advocacy
Research and educate the community.
Public Information Requests: Handle records and communications. Government Participation: Monitor agendas, coordinate attendance, and vet candidates for endorsements.
